I currently live in Santa Monica. Take my bike to go surfing in Venice.
It's pretty OK, some good waves etc. but quality of life is not very good to be honest. I'm looking for good weather (I know they have basically the same), good surf and as cheap as possible living expenses.
Want to live close to the beach (5 blocks max) in a nice place with restaurants, nightlife and good surf. Would a trade to San Diego be better for me or could I just aswell stay in LA? (If so, planning on moving to Southbay).

San Diego has a much better beach life in my opinion. We are very laid back down here and that is evident walking around. the people are fun to be around too. The water isn't as cold as people say. i was actually in it yesterday and it's November!

The OP wants good weather. Miami has sh*tty weather.
There actually isn't a whole lot of difference between the beaches in Los Angeles and San Diego. Both offer great surfing [both board and body surfing] and just about every conceivable water sport. Venice Beach probably has more variety of activities than any beach in San Diego but both Pacific Beach and Ocean Beach also have much to do. And Mission Bay is great for calm water activities. I think the LA beaches are more scenic due to the mountains.

I think it's San Diego, or more specifically, north towards Solana Beach/Encinitas/etc. I LOVE Encinatas; a classic beach town, known for its great surfing, nice downtown a couple of blocks from the beach, and very beautiful.
I love Venice and Santa Monica, too, but for the more classic CA beach lifestyle I think you'll find it farther south.
San Diego.
I'd say it's more pristine than LA's beach scene.
They're both phenomenal nonetheless.
