The Sweet Auburn Festival in Atlanta is cool. Nothing really spectacular, like those fabulous floats I'm seeing in the NOLA Mardi Gras parade, but it's large, popular, and in one of the most legendary, historic districts in Black American history.

The Indiana Black Expo Summer Celebration in Indianapolis is the largest cultural gathering in the country, so therefore, it wins!

How do they define that?? They get around 350,000 people at the Expo. There are multiple parades and festivals that are "cultural" in Chicago that draw multiple times as many people as that.
