Oakland, CA

Why?

The diverse restaurants to sustain the most diverse city.

Oakland's restaurant/dining scene is among the hottest in the nation.

Also, even with that^, Oakland is currently experiencing a restaurant boom

Might be why you haven't gotten stopped if saying that. I know people who still say it also, but they don't really live in areas populated with asians. Trust me they would be very pissed off, even if its original use wasn't derogatory as other races/ethnic groups.
If you go to say Bay Area, or here in Chicago, you'd probably get stopped in your tracks for saying "oriental".
Meh, there isn't a large Oriental population in my area at all, but this has little to do with my awareness of the races. Trying to force people to change the terms they use is silly, and what I say giving a speech as a politician won't be the same as what I say online or with family and friends anyway. I have a problem with the term "Asian" regardless. Arabs are "Asians". Israelis are "Asians". Indians are "Asians". Some Russians are "Asians". It's not a racially distinct or descriptive term at all.

Memphis is underrated. It has some good ribs and soul foods
My third choice is a toss up between a string of cities. So I can't say

Per capita, I would say New Orleans and Florence (Italy, not SC!).

I couldn't agree more. I love the pasta in Florence! To throw a few other great international favorites:

Barcelona
Valencia
Rome
Paris (obviously)

Favorite Restaurants in the City
Special remarks (e.g. lots of outdoor seating, ambiance, etc.)

Here's one of my favorites:

Philly
Type of food: I love the Italian food (and there are other great types)
Favorite Restaurants: Vetri
Special Remarks: I love the environment there. Very lively, and a great place to go with friends. Tough to get a seat though.

Feel free to provide multiple cities, restaurants, etc.

Of course New York City. Forget that no other US city has as many restuarant on Michelin guide as New York but the sheer size and extremely diverse population ensures there is plenty of real ethnic food from all over the world. Additionally New York has real street food vendors, ranging from the traditional hot dogs stands, to Greek and Chinese food (come to China town). I don't think there is a city in the world that beats New York when it comes to food. New York dominance is shown through number of nationally recognized dishes, like New York cheesecake, New York steak, Manhattan clam chowder, bagels and many, many others...

I miss New York food anytime I leave the City....
