Not all of Westchester, but Yonkers & Mt. Vernon were allowed to participate in 1894 referendums (along with Kings, Queens, and Richmond counties) to determine whether they wanted to be part of the new proposed greater NYC. And..they both rejected the idea in their respective referendums. doh!

They also considered extending the 7 line to NJ not too long ago, but if I'm not mistaken, NJ wasn't interested while NYC was.
