Hudson County, NJ is my choice - though Westchester County, NY has more people - Hudson County has a handful of pretty dense cities that in parts aren't much different than some parts of the outer boroughs of NYC. Cities like Jersey City, Hoboken, Union City, West New York, Guttenberg, Weehawken, and Bayonne have over 530,000 people combined with a combined density of over 21,000 ppsm, which is almost identical to the overall density of Queens. That is over 60,000 more people than Staten Island at 2.5 times the density
