I raw numbers it would be NY, theres hundreds of projects in that city, maybe thousands. Projects everywhere you can't escape them.

Among the larger cities......Except for the suburbs and the west side Los Angeles is one big sprawling slum which surprises many people. Also West and North Philly, Baltimore, Miami, and South Dallas are good candidates. NY has cleaned up it's worst, Detroit's have gone back to nature and Chicago I don't know that well.
