More elaboration on the significant drop in Houston:

Houston’s murder rate hits historic low in 2011
Houston Mayor Annise Parker and Houston Police Chief Charles A. McClelland Jr. announced a dramatic drop in Houston’s murder rate to the lowest level since 1965 and the lowest per capita rate in the city’s history.
Preliminary figures also show that the city’s overall violent crime rate — which includes murder, rape, robbery and aggravated assault — declined 7 percent through November 2011.
