Is this the only three cities we get to choose from? If so, I would go with Atlanta, Phily and then Detroit. The three cities I would like to choose from would be Dallas-Fort Worth, Denver or Chicago.
Also, I'd dearly love to vote for Detroit. It has the possibility of becoming a great city. It's got a good setting and it's got really impressive buildings. That combined with being along an international border (well, Canada), and along an important waterway makes it seem like Detroit should and can be an incredible place.

It wasn't always the hellhole it is now, it was actually one of the country's great showcase cities some decades ago, and could be again.

Maybe one day the people in the Detroit area will finally get it. Well, I see where you're trying to go with that, but again......Atlanta has a black majority and it's become one of the great cities of our time. At some point you have to discard race as the problem and point the finger at sheer stupidity and ignorance.....on all sides involved.

Firstly, this is far from true, as someone pointed to Atlanta as a prime example. It's not perfect, but the city has been a model of progress on several fronts. Secondly, I'm not sure how you can bring the Congo into this. The oppressive hand of European colonialism has never left a place better than it was before (particularly in Africa), and in some ways that has been manifested through the historical legacies of slavery and Jim Crow here in the U.S. West Africa in particular had thriving, flourishing kingdoms before Europeans arrived and the slave trade was established.

Most of the areas of Atlanta that are predominately black are pretty depressing areas. For example, West Atlanta and Southwest Atlanta (minus the Cascade area).
Buckhead, Midtown, and the eastern sections of the city are predominately white. That is, the nicer areas of the city are predominately white. The city of Atlanta is also only barely majority black.

There you go bringing European colonialism into this, when such ended over fifty years ago. Why are places that never experienced colonialism, such as Liberia, no better than places that experienced colonialism. If anything, colonialism helped the African countries, not hurt it. Your argument falls flat on its face in terms of the facts.
