I can't think of a worse mark than Maine (you can't fix stupid) and North Dokata (you can't fix ugly) All the others, well many of those stats can be changed, but stupid and ugly, man that sucks!
Ideas for other states, perhaps a citizen exchange?
Send Oklahoma female criminals up to Nebraska & South Dakota to kick the crap out of the wifebeaters and rapists.
Illinois (Robbery) send those thiefs down to Tennesee (corruption) and rob the corrupt politicians (what go's around comes around)
Send the druggies from Rhode Island, Cokeheads from Colorado, and boozebags from Arizona down to Texas and assemble them in their high schools to illustrate a future without a high school education.
Idaho (least gov't influence) New Jersey (Tax burden)
