Worst dressed major city (pros, living, place, people)

Phoenix certainly tops the list of worst-dressed. It is the home of searing heat for at least 5 months out of the year and the rest of the year is still pretty warm, so you see people walking around in baggy shorts, tank tops, casual shirts, and flip-flops. This kind of sloppy attire is even common at lots of work places and nice restaurants around town. It might be the comfortable way to dress but I think it looks pathetic, and the people who dress this way look like they don't take much pride in their appearance.
San Francisco? A city known for cliques that are often grouped as being fashionable. (i.e. gays, hipsters, etc). Interesting...
Houston isn't that bad, people there are known for dressing more formally.
I think the worst would be any Portland suburb (Beaverton, Hillsboro, etc). My bright colours and skinny jeans make me feel overdressed in comparison, although that seems to change once I'm in Downtown Portland.

Coming from someone who lives in a Seattle suburb. Portland and Seattle suburbs I feel have the worst track record of bad fashion, it makes most of California look like an office place.
And SORRY for not wanting to wear an all black suit in 90F+ heat, or constant rain for that matter. I honestly can't blame 'em.
Responding to some of the posts I seen earlier. fyi, Detroit has plenty of high end fashion stores.
Responding back to the OP, it's crazy how I was in LA this summer with my "awful" Detroit swag but somehow many people loved it and gave me compliments while I was there. A lot of my friends from Detroit have had the same experiences across the country.

Lol do you see how stupid some of those list can be.
Frisco is full of gay people, hipsters, and Asians. All 3 of those are usually dressed to the nines. Especially gays and Asians. And if anything Frisco is ahead of the curve, all this hipster stuff you see everywhere is a west coast thing. NYC, the fashion capitol didn't start that. I saw people from Frisco rocking Nudie and APC jeans years ago. And now they're just starting to pop up all over the place in the east within the last year.
...Cincinatti & Indianopolis & Houston- on one hand, a little too matchy-matchy- on the other hand, too many ladies wearing sweaters with little sequins or stars or images of Christmas trees, a little garrish too but I think that's the Southern/ Midwestern style...

Yes they are common all over the midwest, but they are can appear anywhere.
I use the first sighting of a Christmas Lady to officiallly let me know that the Holiday Season has started. (kind of like the Swallows returning to Capistrano)
I am officially call for a ban on:
Cargo Shorts
Sleeveless T-shirts
White sneakers with Tube Socks
Those Ghetto baseball hats with the flat brim (house arrest for those that insist on leaving the stickers on, and for wearing them sideways and backwards)
I voted Portland. I felt the percentage of poorly dressed people is very high here for a smaller big city. Its difficult to tell if people are homeless and or drugged out, from the sloppy dirty way so many dress here. I'm sure if people asked many of the residents about this they would say. Well that's what makes Portland so unique". Unique all right. No wonder so many don't seem interested in jobs to support themself. I've heard one recruiter one time on the news say, he wasn't completely shocked at how poorly some dressed at interviews in this city.
Are you kidding me? Houston is one of the top retailers in the nation when it comes to fashion. Not to mention it's not poverty struck like Detroit. Don't be ridiculous everyone, Detroit hands down loses this arguement.
