Obviously, New York (Manhattan), Kings (Brooklyn), and Bronx counties are the most urban. You can throw in Queens too.

San Francisco County is the runner up.
Then there's Hudson County NJ (Jersey City/Hoboken) and Suffolk County (Boston).. I can't decide which of the two is more urban then the other.

What else?

4 of the 5 boroughs (minus SI) are the most densely populated.

The rest are as follows:

5. San Francisco County CA- 16,634 PPSM
6. Hudson County NJ- 13,043 PPSM
7. Suffolk county MA- 11,788 PPSM
8. Philadelphia county PA- 11,233 PPSM
9. Washington DC- 9,316 PPSM
10. Alexandria county VA- 8,451 PPSM
11. Baltimore County MD- 8,058 PPSM
12. Richmond County (Staten Island) NY- 7,587 PPSM
13. Arlington County VA- 7,323 PPSM
14. Essex County NJ- 6,285 PPSM
15. Cook County IL- 5,685 PPSM
16. Saint Louis County MO- 5,622 PPSM
17. Falls Church County VA- 5,225 PPSM
18. Union County NJ- 5,059 PPSM

Well, San Francisco, but that's basically just naming one oif the densest cities.

I'd say Hudson county NJ, it's more urban than the majority of American cities.

Those one's in VA especially. The counties are weirdly situated out there.

The NYC/DC areas dominate.
Alexandria, Falls Church and Charlottesville are not counties. They are independent cities. In Virginia, cities are not part of a county, they are independent. Those cities really shouldn't be on this list.

Edit: Also, Baltimore County, MD has a population density around 1,200 ppsm. Baltimore CITY is around 8,000 ppsm.

And with 2010 data now available, looks like Hudson County's population density is up to about 13,495 ppsm now.
