The Bite Of Seattle, Fremont Festival, Folklife Festival, Seafair(week long festival with the Seafair Parade, hydroplane races on Lake Washington, air show feaaturing the Blue Angels and more), Hempfest, Seattle Film Festival, Earshot Jazz Festival, Flower & Garden Show(2nd largest in North America), Greek Festival, Mount Baker Christmas Tour Of The Homes, Macy's Christmas Parade, African American Film Festival, Gay And Lesbian Festival...
Gotta love the naked parade (see Fremont Festival).
SIFF is pretty spectacular.
Hempfest is pretty cool too (and my gosh, some fine ladies there, who knew?).
There's also some wacky things, like the STP bike race (Seattle to Portland) ... people have all sorts of fun on that one, once saw a dude on a unicycle going all the way from Seattle to Portland!

Burning of Zozobra: Santa Fe, NM
I love this one. Zozobra is a Marionette representing old man gloom. Many NM residents submit gloomy paper slips such as bad report cards, eviction notices, divorce papers, ect. They place them in a box at Zozabras feet and ignite him on fire. Burning away the negative and worries of the year and setting them free. They have fire dancers on stage, people in the crowds chant and cheer "Burn him!". Good times!
Lafayette, Louisiana, a small city of 120k people has this absolutely amazing Festival International de Louisiane that draws over 400,000 people each year.
In Seattle, during the summer solstice we have a parade in Fremont. Lots of nude bicyclists, body paint, dramatic costumes, bellydancers, political statements, floats, music and oddities. It's actually very family friendly, with hundreds of children in attendance:
