I think when it comes to overall R&D, PWC's Moneytree VC report 2010 really clears it all up on who's #1 overall. Biotech is actually just a small part of the big picture.

Agree but think the OP premis is more around Biotech/Medical, though i could be wrong - for overall tech - the bay is top of mind, in Biotech for this aspect would put boston ahead and the bay also very strong

To a degree you're correct. However VC covers much more than just R&D.
I got out of work early today so I'm currently taking beers to the face at a bar...so I will have to back up claims made here at a later time when I have access to a computer.
As it has been shown earlier, Boston & the Bay are pretty neck and neck in terms of Biotech. In terms of high technology the Bay is CLEARLY superior to all others.
In terms of nanotechnology Boston has a slight edge on the Bay, but it is there. In terms of medical research its not even close. Boston dominates this (at least in terms of federal money grants)...I believe the NIH funding for Boston/Cambridge is at $1.9B per yr, with NYC second at $1.4. Philly comes after that but does not crack $1B (sorry all this is being some from memory).
Overall I think it is basically even. For Biotech it seems to be even with a small edge to SF..nanotechnology is the same but w Boston taking the advantage. High tech is clearly SF. Medical is clearly Boston. I think where Boston may get a small advantage is due to the fact that some major companies like Abbott Labs and Novartis AG have many research facilities in the area. Major companies like that don't always necessarily need VC because their wallets are thick enough.
I think Boston has a slight edge on the Bay in terms of R&D area, but as a tech area as a whole the Bay is clearly superior. After those two there is no question Greater Philadelphia is #3.
Again, sorry if some of this doesn't make sense...I'm not proofreading the post and I'm pounding beers (ironically the Bay area's own Lagunitas beer!)

John's Hopkin's main research campus is about to be under construction in the Life Science City in Gaithersburg which is in the DMV. The Life Science City will have 17.5 million sq. feet of development and parts are already under construction. The Life Science City will have 52,500 total jobs. The winds of change in the life science industry is blowing in D.C.'s favor right now much like everything else is blowing in D.C.'s favor.
The east Montgomery County Science City is in the planning stages to break ground. D.C. will pull way ahead of Boston and The Bay area over the next 10 years.
