looking to move to one of these areas. leaning towards ATL,OR HOUSTON, been to both houston was amazing but going for a visit is completley diff, im into festivals, lounges, culture an sports im a african american male married an 27 years old im passed the hard core club sceen. Automatically, some people will tell you to move to Atlanta because you're black; sad, but true. If I was you, I would post a thread in Atlanta's and Houston's forums because threads like these tend to be biased and can get off topic easily. Also, Houston sits on the Gulf just as Tampa, so those two cities have a beach. Atlanta, Houston, and Dallas will all have more festivals, culture, sports, African Americans, etc, because they are larger.
I say go wherever you get the job (which will depend on your field). If that happens to be Atlanta, go for it. There are still jobs to be had in this area. If it happens to be another one of your options, go for that one.
Tampa is the best place to live in Florida in my opinion. There is a decent younger crowd and decent nightlife, without being over the top like South Florida and is far cheaper as well. Nice distance from all sorts of things to do in the Tampa Bay area and close to Orlando as well. Tampa is also the only city that isn't going to have massive traffic headaches and is significantly smaller than Houston, Dallas or Atlanta. There are plenty of family attractions in the I-4 corridor as well if you want those.
Out of the 4 cities you posted, I'd recommend Tampa.
I don't think the OP was looking at Dallas, although it could certainly be an option.
