Of these 4 Atlanta in the DT seems to have the highest volume of people on the streets, though to be fair I have only been in Memphis for about 48 hours and that was 7 years ago
There are other cities in the south that have more foot traffic especially downtown: new orlean, uptown charlotte, charelston, richmond,..
I keep hearing this from people but personally have not seen this though most of my time has been weeknights
And do agree on some of the others; NOLA, Charleston etc have very pedestrian friendly and vibrant downtowns - I honestly have never been in DT Richmond
Haven't lived in all 4, but Austin and New Orleans both have dramatically higher foot traffic in the city than Atlanta. can't imagine why it's ranked number one here.

Charlotte's core has come a long ways over the years, but it honestly doesn't belong in the same category as NOLA, Charleston, and Richmond. Totally different type of city with challenges that those cities with more mature, intact urban fabrics don't have within their downtowns (i.e., lack of streetfront retail, public spaces).
