Which city is it easier to live and get around without a car?

Within the city itself, that's probably a close call. I tend to favor the Washington Metro subway system over the CTA El trains. However, if you're going to be in a surburban area and commute into the city for work, Metra is superior to MARC and VRE (Metra trains run on weekends). At the same time, Amtrak service from D.C. to other N.E. cities is superior to the Amtrak service that runs out of Chicago.

Chicago's commuter rail is better the DC's metro beats the el.

Yes the el has more stations but you know what else?
D.C. is only 61.3 sq. miles, and metro goes to the suburbs as well.

Both systems are very good; I think it would really depend on the specific neighborhood you were going to live in; both are very managable without a car

Depends, DC Metro serves many of the suburbs very well.

True, but it doesn't go out as far, nor is it as extensive, as Metra.

and its not supposed to be, its still an urban hybrid subway/commuter rail.
It's not built to go out very far into exurbs and intercity destinations like MARC and VRE do.
