Irvine is very idyllic California edge city. Lots of visible wealth(because its a wealthy city) and crime is very low and the area is one of the most desirable in the state so cost of housing will reflect that.
Richmond is a great city with some very cool neighborhoods. Check out the The Fan District if you're more "city-inclined" and Midlothian if you're looking for more of a suburban locale.
A 4,000 difference in salary is not a big deal compared to what you want in a place you call home. Your question is too broad. Irvine vs Richmond is comparing apples to oranges. Drastically totally different environments and lifestyles. I've lived in both and I'd pick California over Virgina any day. For me, the weather is a factor, but I base my opinion on more than just salary and weather.
I'd take Richmond. Not just because your money will go a lot further, but it will - 80k in Richmond probably = 140k in Irvine.
But you don't say enough to really give advice. If you hate humidity, go Irvine. And that wouldn't be the only reason. But you need to put out more of what you are looking for.
