Personally I think any state that puts their government website at the top.

California license plates is worst. Blank white background with red cursive 'California' Ridiculous. They could use San Francisco Golden Gate Bridge as art on it or some scenic location to represent California. Such as Washington license plate with Mt. Rainer in background and motto on bottom "the evergreen state" or Oregon with two mountain peaks in background with one green Douglas fir in the middle.

Second on the California. Louisiana's is almost the exact same thing.

New Mexico seems to have 2 designs, one of which consists of many shades of orange and red and a hot air balloon, and the other is ugly and looks like it's from the 70s or something. The first one is cool though!

Florida too. Let's leave web addresses out of license plates...

Iowa and Kansas seem too similar...

I looked up Delaware's on Google. Wow, ugly.

I would also want to throw Indiana, New Jersey, and *shiver* Michigan. For the nomination of the ugliest plates.

The normal blue new plate that everyone has, if I lived in Indiana I would definitely buy custom plates.

The new New York plates are "retro-chic" minus the "chic" part:
