The Global Index ranks cities, not individual boroughs. "New York City" does not exclude Harlem any more than "San Francisco" excludes that sorry neighborhood called the Tenderloin. So, again, is San Francisco inferior to New York City?
And no, San Francisco and Manhattan are not close. San Francisco is nouveau riche. Sotheby's and Christie's don't even have auction rooms there. I would never live in a city where I couldn't engage in a bidding war against the Saudis for the finest works of Lorenzo Sabatini. Hmph!
