Are there any cheap cities that if you took away the cheap pricetag, you would think its expensive?

Cheapness is relative and even so so-called cheaper may be far more expensive in the more desired parts.

From a traditional city standpoint Chicago and NYC or many smaller cities would fit

Also Atlanta, Houston and DFW would likely meet this criteria as well

Wasn't Pittsburgh supposed to have a low cost of living (thus is cheap) but also have a good amount of urban amenities you'd think you'd find in an expensive city like NYC?

I would say the Midwestern and Rust Belt cities, Chicago, Detroit, Cleveland, Minneapolis, Pittsburgh, the really old money, Great Lakes cities.

doesn't it matter what attributes you are talking about? for me, the attributes might be grand boulevards, parks and unique shops...for you, they might having some high end designer stores.
