When each was developed it was independent of the city in whose metro area they are today. All had their own economy, and travel between tham and the metro city was less common. Only since the automobile age did they become suburb-like, as people chose to live in them but commute to the nearby larger city, while at the same time, many of their original industries withered away.
Lowell has its own burbs, Tewksbury, Dracut, Clemlsford, Andover, ect.

I think it speaks loudly that Hudson County, NJ is denser and has better PT options than every other city in the US except for NYC itself.
