I don't know where the dirtiest cities are but the cleanest highways and I have ever seen were in Va/D.C. The freeways are beautifully done and very clean. It was a bit of a shock to come to Boston after that with all the trash on the highways and pot holes in the streets, but nothing like NYC!
In NYC the dynamic is pretty much the same as anywhere else in the country, the dirt is just magnified by tne number of people. The local people are slobs and don't care if they litter, the sanitation workers are lazy or incompetent (a lot of people in charge of cleaning places like the subway or the city parks are taken from the roles of the welfare to work programs), and the police don't go out of their way to fine people for littering.
To see dirty, take Amtrak or Metra trains into the Loop. Along the way, observe all the ruins of the once thriving factories and the adjacent glass-littered streets, graffitti-covered walls, weed-strewn lots and neglected housing.
To see clean, head downtown along the North Michigan Avenue and its adjacent neighborhoods and view the stunning srchitecture, clean-swept sidewalks, beautiful parks and public places.

I love Chicago. I'm from the area. But I always wonder about how visitors, and locals alike, get to downtown Chicago, who say Chicago is so clean. Did they ride down there blindfolded?? Magically fly across the west or south side, looking up at the sky?
I'm always afraid to say things around here, because of the civic pride, who get angry if you suggest that Chicagos s**t stinks. I mean come on. Theres nothing to be ashamed of, admitting that you have a little bit of rustbelt scenes around town here and there. Chicagos a great place for what its done with what it has!
I thought Las Vegas was pretty dirty with all of those strip-show cards blowing around that the local illegal-aliens are handing out on the strip. When I walked back to my motel off of the strip I would always see a little heap of them piled up near the curb.
I didn't notice that in Vegas. Downtown las Vegas and the Strip were very clean and everything was well-maintained and manicured. The monorail was the cleanest public transport I've ever seen and the streets were flawless with no potholes and there was little litter on the streets. Yes, they want to give a beautiful image for visitors but Las Vegas and Orlando are the cleanest, most beautiful, and best maintained cities in the nation.

You have to remember that Aykroyd and Belushi filmed Blues Brothers as a "TRIBUTE" (their term) to the grittiness of Chicago.

Well that particular aspect was "dirty" as in sleazy, but I took this thread as meaning literally dirty as having trash everywhere and things in poor condition. Well in the figuraive kidn of "dirty", definitely Washington, D.C., the REAL Sin City. What goes on in Congress is a lot dirtier than anything in Vegas or Hollywood!
