Dirtiest: Chicago
Cleanest: Chicago.

To see dirty, take Amtrak or Metra trains into the Loop. Along the way, observe all the ruins of the once thriving factories and the adjacent glass-littered streets, graffitti-covered walls, weed-strewn lots and neglected housing.

To see clean, head downtown along the North Michigan Avenue and its adjacent neighborhoods and view the stunning srchitecture, clean-swept sidewalks, beautiful parks and public places.

Dirtiest? NYC. I would blame the foot traffic but some things can not be contributed to that. Massive amounts of graffiti, no city comes close. Some areas are full of run down properties for miles. Trash on the highways. Trash in the wealthy and tourist areas. Beaches are filthy. Air is horrible especially in Uptown Manhattan and the Bronx. Filthy transit system. Even the airports are dirty. Pretty damn dirty. I guess the grim gives it some character.

Cleanest? After you leave NYC everywhere else seems clean. However the cleanest city I have been to was Orlando, Florida. I guess it's becuase a lot of people drive.

Why do so many people like to live there then?

Immigrants don't know any better. Others just ride the wave of popular culture. Wannabes. Too much "Sex in The City", "TRL" and "Friends". Life in NYC is nothing like that. Unless your very wealthy. I honestly think a lot of people would at least like to visit, I don't think most people honestly want to live here. This is a pro city site on the internet so of course you are going to hear from a lot of NYC fans.

I really never understood why NYC is so filthy. The worse though is right before businesses open in the morning. Before they sweep up the sidewalks in front. You have to litterally kick your way through many retail areas in NYC in the early AM. Also the lower income areas are the filthiest overall.

Philly comes close, I guess it's due to the same factors just to a lesser extreme.

Some pictures of NYC filth:

The cause of a lot of litter. Not enough, and always packed to the brim.

If you want to see the miles of housing projects. Harlem, the LES, Coney Island, the Bronx, Brooklyn, Far Rockaway in Queens.

BTW, here is a little trash and grit from the lower income areas of the city:

Nasty building rubble in Coney Island, Brooklyn.

Abandoned house in East NY, Brooklyn.

Abandoned building is Harlem, NY. Probably rehabed now but but still a good amount here and there in Harlem. Most likely now low income housing.

Burnt out in the South Bronx.

Rubble in the South Bronx.

South Bronx graffiti.
