Pittsburgh has the most potential. Once US austerity fully takes hold, DC is so screwed.

That's true to an extent, but Pittsburgh has the second-lowest proportion of government jobs among the 100 largest MSAs in the United States.

Liveable to me is when the temp stays above 60 degrees at all times... So that rules out Pitt and DC. I lived in hawaii for 2 years, it may be expensive but I was happy as hell while out there.
