I was poking around this website and put together a list of the 30 largest MSAs ranked by black/white dissimilarity.

Profiles - Diversity Data - Metropolitan Quality of Life Data

The dissimilarity index measures the percentage of people of a given race who would have to move to a different census tract to achieve complete integration with another race. A score of 100% represents absolute segregation while 0% is full integration. The measure isn't perfect but it is an interesting statistical exercise.

This is the list:

Phoenix 43.6%
Riverside 45.7%
Portland 45.9%
San Antonio 49.0%
Seattle 49.1%
Orlando 50.7%
San Diego 51.2%
Minneapolis 52.9%
Charlotte 53.8%
Tampa 56.2%
Dallas 56.6%
Sacramento 56.9%
Atlanta 59.0%
Kansas City 61.2%
Houston 61.4%
San Francisco 62.0%
Washington 62.3%
Denver 62.6 %
Boston 64.0%
Miami 64.8%
Baltimore 65.4%
Pittsburgh 65.7%
Los Angeles 67.8%
Philadelphia 68.4%
Cincinnati 69.4%
St Louis 72.3%
Cleveland 74.1%
Detroit 75.3%
Chicago 76.4%
New York 78.0%

A couple of observations that I think are pretty obvious: cities with small black populations do well, cities that were on the receiving end of the great migration tend to be the most segregated. Newer cities tend to do better than older cities. Segregation decreased in every major metro between 2000 and 2010 but not evenly, some cities were only down a bit, on the other hand Kansas City dropped by 10 points which I think was the most.

I read somewhere that Indianapolis ranked #1 as far as the least segregated city.

Not sure where I read it, but it was a study by the University of Wisconsin. It was just the city though not msa.

Except sacramento actually has a lot of blacks and latinos and we still do pretty well.

Most of these cities that are claiming to be less segregated have very few blacks or latinos.

Come on bro, how many blacks live in portland and how many latinos live in cincy?

When looking at cities that have a large presence of blacks and Latinos and Asians, clearly sacramento wins on census tract integration when compared to these other cities.

Blacks in portland? All six of them? Hah!

I mean in terms of the subject matter of the thread, integration. A city that is all latino can not do well in integration. Everyone is the same.

That is why this list is not accurate. Portland has like no black people. So a black person simply moving to this heavily white city qualifies as integration.....because the black person is forced to integrate himself to a totally white area.

That's a totally different ball game than sac, where a roll of the dice determines the race of your neighbors, in many parts.

The list is accurate because it is a raw data set, but the numbers mean different things for different cities as you alluded to, I thought that would be obvious.

I broke the numbers down further. Black/white dissimilarity for metros that are less than 7% black:

Phoenix 43.6%
Portland 45.9%
San Antonio 49.0%
Seattle 49.1%
San Diego 51.2%
Denver 62.6%
Boston 64.0%
Los Angeles 67.8%

Metros that are between 7% and 15% black:

Riverside 45.7%
Orlando 50.7%
Minneapolis 52.9%
Tampa 56.2%
Dallas 56.6%
Sacramento 56.9%
Kansas City 61.2%
San Francisco 62.0%
Pittsburgh 65.7%
Cincinnati 69.4%

Metros that are more than 15% black:

Charlotte 53.8%
Atlanta 59.0%
Houston 61.4%
Washington 62.3%
Miami 64.8%
Baltimore 65.4%
Philadelphia 68.4%
St Louis 72.3%
Cleveland 74.1%
Detroit 75.3%
Chicago 76.4%
New York 78.0%

I'll do the breakdown for Hispanic numbers tomorrow.

What is interesting about Portland is that Jefferson High in the city's NE side is predominately Black. So, even Portland has an area that has a high or higher concentration of Black folks than other parts of town.
