Winter until April? What state are you talking about? Most states see winter end in Feb or March. Even then most of the US only has a short streak of extreme cold (barring far night Dakota, far north Minnesota and far northern Montana and Alaska).
You dislike Sunbelt, newer, and growing fast, it seems? Just an observation.
You're right. I've found that the combination of oppressive heat, the worship of a fast buck and never ending urban sprawl is a recipe for disaster. There's a reason why Florida (for example) is considered the freak show of the nation.

I don't like Phoenix or Vegas. I am ok with Houston because of its affordable all brick homes in pines next to a thriving employment center and proximity to beaches, albeit bland ones.
However, I don't know if Florida is a freak show. I'll give you that Orlando is real bland. Tampa Bay and Jacksonville are constrained by interesting natural boundaries. They're not huge and their sprawl is not unmanageable. South Florida's tri-country area (Dade, Broward, and Palm Beach counties) had no choice but to go "linear" because the Everglades begin a fairly short distance from the ocean. In fact, Seattle-Tacoma-Everett is "linear" for the same reason, the quick rise of the Cascades to the east.
