Montreal all the way, though the winters can be harsh. Still one of my favorite cities. Vibrant, very urban, cool hoods, beautiful old architecture, beautiful people, excellent restaurant scene. Nightlife is near the top in North America imo. One of the most enjoyable cities I ever set foot in. So to live or visit it would be Montreal for me.
I don't understand why people say Montreal's winters are severe. Yes, they get around 2 meters of snow annually, but there are periods of milder weather, even rainy days in middle of winter as well. Snowplowers are EXCELLENT in the city; I don't think any other city removes the snow as fast and efficient as Montreal, despite plenty of snow. Most snow stays only in parks and grass.
Let's not forget that there's plenty of sunshine as well. So far it hasn't even snowed yet, and last year's first snowfall was in middle of December, so don't think it's very snowy here all the time.
BTW global warming keeps winters warmer and less snowy nowadays.

Montreal is one of the greatest cities on the continent. Atlanta matches up fairly well against other American cities but Montreal is too much. And I like frigid winters, so Montreal's winter>>>>Atlanta's.

Their average January temperature is about -10C (14F), the same as Minneapolis or Moscow. So yes, it's colder than any major city in the US except Minneapolis, and as cold as the coldest European capital city. So by most people's standards, that is pretty severe.
