This is actually false. Scott Walker asked the funds to be redirected to the Hiawatha Line(Milwaukee-Chicago 7 daily trips) and the US Dept of Transportation said "No". Then Scott Walker applied for other US grants to upgrade lines and to add two more trains.
http://www.jsonline.com/news/statepo...118842999.html
"The Hiawatha provides the Midwest's most frequent and heavily used Amtrak service. It's one of the top 10 routes nationwide, nearly doubling ridership in the past eight years, to a record 792,848 last year. Ridership has continued to rise, notching gains of almost 8% each in January and February, on a pace to exceed 850,000 this year. A study by America 2050, a national coalition of urban planners, found a Milwaukee-to-Chicago high-speed rail route would have the greatest ridership potential in the Midwest and would rank in the top 1% of 7,870 possible routes nationwide, based on population, employment and connections to urban rail transit."
I would say Milwaukee has a better restaurant scene and Indy has a better downtown scene but MKE's is not far off. Nightlife I think we win this one, Natural Scenery well that's obvious, Location Milwaukee. Events such as a super bowl and final four well INDY. Indy to me felt small as a whole, it felt like 15min and we where out of the city already. Very close in comparison not too many cities I pick over my hometown and INDY is not one of them. I do like the more gritty fell Milwaukee has not dirty or dingy but more of an urban feel, INDY has a lot of trees and seems very spread out.

Better nightlife? Milwaukee. Indianapolis was fine, but I was pleasantly surprised with Milwaukee and found it to be on par with the nightlife I've experience in Austin and Portland.
Friendlier people? Indianapolis definitely seems friendlier. Milwaukee wasn't unfriendly, but it wasn't noticeably friendly either.
Better economy? Indianapolis. Milwaukee has a slightly lower unemployment rate I believe, but growth is minimal. Indy is one of the brighter spots in the Midwest in terms of growth and I see it having a better economic outlook.
Better weather? Tie. Milwaukee has a little bit better summers, while Indianapolis has a little bit better winters. The differences aren't huge, I don't think a native from one city would feel out of place in the other as far as weather goes.
Better cost of living? Indianapolis. Lower housing prices, lower taxes, and similar salaries.
Better location? Milwaukee. It's right on Lake Michigan, and 90 minutes to two wonderful cities, Chicago and Madison.
Better sports town? Milwaukee. Both have 2 sports teams. Bucks and Pacers fans suck. Fan support and devotion for the Brewers and Colts is fairly equal. Milwaukee takes the edge here with the Packer fans, as Milwaukee supports the Packers better than most cities that actually have NFL teams, Indianapolis included.
More Liberal/Conservative? Milwaukee, it's pretty well established as a somewhat liberal city. I know Indy was once one of the most conservative big cities, but I don't think that holds true anymore. I wouldn't call Indy conservative or liberal, but more moderate than anything else.
Better food/restaurants? I'd give Milwaukee the edge here since it (and Wisconsin in general) has more established local specialties and more of a foodie culture. In terms of ethnic food, both are about equal.
Better Downtown? Indianapolis. Milwaukee is a city of neighborhoods, and it's most vibrant areas are outside of downtown. Downtown is Indianapolis' most vibrant area, and is nicer and livelier than Downtown Milwaukee.
Better shopping? Indianapolis for downtown shopping. As far as suburban malls go, I have no clue.
More unique city overall? Milwaukee. Indianapolis is a nice city, but it doesn't have as much character as Milwaukee.
More walkable city? Milwaukee. Indianapolis wasn't very walkable outside of downtown. Milwaukee had surprisingly quite a few walkable areas outside of downtown.
Better public transportation? Not exactly sure, but I'd say Milwaukee based on the fact that I saw more buses and more people using buses there than in Indianapolis. That being said, I don't think I'd ever visit either city if I didn't have access to a car.
Better parks? Milwaukee. Lake Michigan gives it a HUGE edge here.
Better town for young single people? Milwaukee. It's more entertainment and recreation oriented than Indianapolis, and it just has a more youthful vibe.

Milwaukee has more of an old, gritty vibe and Indy has more of a newer, more spread out feeling. I personally like MKE more.

Even though I said in a previous post that I would easily choose Milwaukee, one thing that impresses me with Indy is how much they work with what they have. Since it's Super Bowl Sunday, that thought crossed my mind. I know some people are astounded that Indy is hosting a Super Bowl, but it's actually a more cultured city than it gets credit for. Despite being a relatively bland city, Indy hosts events that attract people from all over the U.S. to Indiana (somewhat unbelievable when I think about it).Indy actually appears to have a really foward thinking Chamber of Commerce.
I've attended a Kappa Alpha Psi convention, the Indiana Black Expo, the Circle City Classic, Fiesta Indy, March Madness, Indy Jazz Fest, and the Broad Ripple Art Fair; all in which I met people from a bunch of different areas.
With all that being said, I would still pick Milwaukee. I think Indy is essentially "cursed" by being a sprawling city smack dab in the middle of Indianapolis. It's such a shame really.

Even though it's the 94 corridor, if you were to travel from Detroit or Chicago to the Twin Cities you would take I-90 through Madison bypassing Milwaukee
