Practical usefulness...are we talking about seat belts or something? These are recreational areas!
And saying that L.A.'s beaches are comparable to cities that aren't noted for beaches or beach culture AT ALL is ridiculous. Stop adding to the fail already. You're not God. You don't decide what's end-all be-all to the beach experience and dismiss everything else. Some people like waves and surf, dramatic bluffs, and cool water during the summer. Cooling off during the hottest months...sounds useful!
Btw, it's going to get up to 77 degrees in Santa Monica tomorrow. In March. Vancouver in contrast will reach a blistering 48 degrees with showers. Take a guess whose beaches are going to be more packed...
You know your water is cold when even the Russians are afraid to get in it.
Nice one. "64 degrees - not ice cold but close". And that's August!
If only these Russians knew about the beach culture of LA it would make all the difference. It might even make the water feel refreshing.
PS. I love how Ray objects to the comparison with SF or Vancouver but has no problem comparing LA to Miami. Because LA has "beach culture". Homerism in action.

No one ever said the water temps are similar, just that L.A. has some of the most famous and popular beaches in world, same as Miami. Vancouver is not in the discussion. You keep harping on water temps as if that's the only reason to visit the beach--a laughable argument, really.

Not to mention Vancouver's temps are 10-15 degrees colder than LA's.
LA and SD have similar water temps. By transitive properties, now the one thing SD is basically world-renowned for is "crap".
68 degrees or not, LA's beaches are more famous than (insert cold northern state, cold country, etc). And so are Miami's beaches. So in the end, it's a draw. I'm pissed the Lakers are beating the Heat though.
