Cleveland is coming back faster, but only because Milwaukee doesn't have to come back from anything.
I don't mean to come across in an offensive manner, but are you not able to discern the truth of the consequences that Milwaukee is contending with? I provided links to portray a more accurate accounting of what life is truly like in Milwaukee ...

Just a fraction of what makes Milwaukee pretty cool. It's not all gloom and doom...there are swaths of beautiful urban neighborhoods, extremely wealthy neighborhoods, and some of the wealthiest suburbs in the country.
Big deal. Other major cities nearby have had casinos for over 10 years.

This thread is not supposed to be about which city has better attributes: amenities, culture, or prestige ... although; if it were, I have no doubt that Cleveland would come out on top under this aforementioned criteria.
This thread is supposed to be about which city has shown a proven recovery from years of economic turmoil, population and employment losses. Despite what supporters of Milwaukee continue to perpetuate, Milwaukee has struggled mightily, too ... and still is.
In terms of an across the board recovery, there's no question that Cleveland is staging an economic recovery and renaissance for the ages. Even if it were factual that Milwaukee had nothing negative to recover from, there is still far more happening in Cleveland than in Milwaukee. Again, studies conducted by the University of Wisconsin reveal the truth about the obstacles that Milwaukee is facing. I've included links to back up my argument in post # 26 of this thread.
I wish the best for our city cousin to the north, but the incontrovertible truth is that Cleveland is leading by leaps and bounds in this particular match-up.
I dunno, most casinos I've been to are located in the middle of a sea of parking lot and have no windows. (even the "urban" casinos in Detroit feel walled off from the surroundings with the exception to Greektown)
Plus give me a link to a casino literally connected to a train terminal and a shopping mall.
Personally, I only see the new Cleveland Casino as an additional amenity and entertainment option.
