I disagree with Wilmington, NC. It's certainly more progressive than other places in far eastern NC but it's not liberal. It's balanced at best.
I would add Carrboro NC.

We have one lone truly liberal oasis in Kansas - Lawrence, KS, which is home to University of Kansas (KU).
Manhattan, KS is home to K-State, but not near as liberal as Lawrence - in fact students there have claimed it to be a Republican University (according to a friend who is adjunct faculty)

Oregon outside of the big towns is VERY conservative, like almost Texas conservative kind. However the state is overwhelmingly blue because 7/8's of the population lives in the bigger towns.
