Minneapolis is really liberal but it isn't small(according to 2013 population est. it has surpassed 400k). Plus, the Twin Cities metro totals 3 and a half million people. I know it's the 14-16th largest metro in the United States. So I wouldn't consider it small but medium-sized.

Saratoga Springs, NY is most definitely NOT a hippie town.

While Skidmore College (only the 1% can afford to send their children there) is located here, and has it's fair share of stoners, that's about it for anything hippie. The rest of the city is yuppie central!

There is a halfway solid music scene though. And, of course, the Track!

There are coastal towns in Alaska that have a lot of artistry and eclectic elements but politically lean libertarian. Homer, AK felt that way to me.

Anywhere in Oregon? Seriously? I do know the state, at least the registered Democrats, voted for Bernie Sanders over Hillary. However, I was also thinking that Oregon has its share of rednecks, too. Currently, I am homeless and in Washington State. Seattle, from what I'm guessing, seems to be liberal. That said, I would think any of the small towns around here with one problem. Californication real estate prices to the max. Yachats, Oregon might be a possibility? Of course, I like everything else on the west coast even in the small towns, it has become pricey to find rentals.

Bowling Green, KY. It is a college town with an alternative vibe in their town square. Also the home of Cage the Elephant. Outer areas feel conservative, but most of the town has a progressive/alternative feel, IMO.
