So is Philadelphia when you compare it to the top 10 largest cities. Both cities have small city limits, so you can't use that as an excuse in this comparison.
It isn't an excuse, the city of Philadelphia is nearly three times larger than San Francisco area-wise. SF is very compact.
Maybe Philly should make those two riverfronts more attractive. Also, when's that navy yard getting a subway extension? It seems like a great place for Philly to develop a secondary downtown/employment hub.

Right now there aren't any plans for subway extensions. When it comes to rail expansion, most of Septa's focus is on created a spur extension to King of Prussia, PA on the Norristiwn High Speedline.

I think philly is the san fran of the east. They are both big rowhome cities. There are some big differences though... natural setting, nearby cities, the populaces... If philly were to have the tech scene of san fran tomorrow and all of it's rowhome's were gentrified then it would be more clear.
IMO though philly already has culture and food on par with san fran.
