nah Neutral would be like a Californian or someone from an area with a large Transplant population.

The chicago accent is just a variation of the NCVS. People talk somewhat similar in Buffalo NY.

I'm going to have to disagree. I've been to both New York and New Orleans.

New Orleans is a funny city. There are some from New Orleans with thick drawls and then there are natives that do indeed sound like New Yorkers. I have indeed mistaken a New Orleans native for a New Yorker. Lil Wayne would be included in the thick drawl category.

As far as a Brooklyn accent well. People who were born and raised on Manhattan sound different from those from Brooklyn or New Jersey.
