There are beautiful women all over the world yet New York wins hands down thanks to all of the modelling agencies located in New York that make sure the streets are filled with great looking women from all over the world.

Also, compared to other parts of the country New York City women "do not let them self go" so easily and look great well into their thirties and forties. In New York it is not in a good taste to look bad or sloppy. Part of the professional image is healthy body no matter if you are an actress, doctor or a lawyer as it conveys self-discipline.
Whenever I am in other parts of the country and look all the 20-something girls with love handles, unwashed hair and chipped nail polish I wonder what makes them stop taking care of themself... Don't they want to look pretty anymore? It's really sad.

And where exactly IS it in good taste to look bad or sloppy?

The stuff you said above is not really unique to New York.
