climate/ongoing drought is taking a toll.
Not disputing with you that much of CA is brown during the Summer months, but everything green on the map link below is green year round. Downtown is not very green (for obvious reasons since it is the business district and a concrete jungle), but it is also not brown at all. At least in terms of dead foliage; maybe there are some dirt areas where there is construction.

Interesting that an elevated view appeared brown to you. But I suppose you saw whatever it was that you saw. I just cannot figure what areas would have appeared that way.

DC is also brown for a good portion of the year - ever been there in the winter time when all those leaves fall off the trees and you see nothing but brown and grey everywhere you look?

Most cities have some beauty spots. Most cities have areas that can give a photo op. But most also have nastier aspects that bring down the overall sense of beauty. Sprawl and ghettos and industrial areas--what city is free of them? What city has beautiful squares and parks and no crappy sections?
What city is clean and shining not just in its residential area but in its downtown and older sections. What city gives you a lift of spirit and a rise of well-being as you stroll its streets and out-of-the-way places--in safety and security. What city has lights in the evening that take your breath away and greenery by day that warms your soul? That is the most beautiful city.

It's really difficult to judge the beauty of a city because IMO it all depends on what view you are talking about. When you drive down the San Gabriel mountains at sunset and catch a view looking over all of Los Angeles with the hills and ocean in the background, it is unbeatable.
