I am talking about a city that can provide the atmosphere better than most college towns, has a party scene that not even the best college towns can compete with, and one in which a new resident or tourist can easily jump into. A city that has a lot of parties going on.

Now I am not talking about the "oh this is what I do for a living" type boring adults parties, I am talking about the crazy type of parties you see in movies (American Pie, etc.).

So a city for a guy who wants to party like a fraternity kid in college.

Hoboken, NJ is nothing but people in their twenties partying non-stop. It's college for people that are no longer in college.

I'd take New Orleans over Atlanta.
