I'm not one to defend Atlanta very much, but seriously, Philly isn't anything these days. It's rusting with very little growth.
Philadelphia is growing faster than Chicago, both in the city proper and the metropolitan area. Nobody says Chicago is "rusting" or not growing fast enough.
By the way, you know what rapid cellular growth is called? Cancer. "Sun Belt" cities, by and large, have cancerous rates of growth. That doesn't bode well for quality-of-life issues in the future. Philadelphia's growth is much more sustainable and much easier to plan for.

Oakland is really dangerous their are gang member every there don't go there
Crime rates in some areas of town aside, Oakland is a mecca of art, restaurants, nightlife and culture and is more expensive to live in than any of the other cities in this list except maybe DC although Im not sure.
This is actually a good time to move to Oakland as there's a lot going on and thousands and thousands of yuppies, hipsters and highly skilled people are flocking to Oakland-as we speak.
I added some of my own picks. While these cities aren't majority black, They have a high black population, so I feel they should be considered too. Personally you couldn't pay me to move to Baltimore, when DC is right there...
