Let's remember that Chicago has to compete with the following (in terms of attracting/maintaining/growing) urban minded individuals and businesses.
New York City
Detroit
Los Angeles
San Francisco
Boston
Atlanta

Philadelphia
Washington

Cincinnati
Houston
Kansas City
Salt Lake
San Antonio
Portland
Cleveland
Austin
Pittsburgh
Phoenix
Minneapolis

etc,etc, etc.
and Toronto?
hmm a French-speaking city hostile to the English language, Montreal
and Vancouver (increasingly a refuge for Asians wanting an easy second option)
Is it any wonder Toronto is ballooning?
The question is, is this growth natural? or political?
If, for example, the US/Canadian border were erased as in Europe....would Toronto suction off folks from Chicago or vice versa?
Toronto's recent growth is anything but organic, it is entirely predicated on borders and lack of options/competition within Canada. Where else can a young English-speaking city-minded Canuck go? Halifax?

The metropolitan area of Chicago is still quite a bit larger than Toronto. I mean, by city population Indianapolis is larger than Boston. Does that fact therefore lessen Boston's importance?
Toronto has no other city to compete with except for Vancouver and Montreal, If it was just Chicago and New York, chicago would be way ahead of toronto. Anyway who cares Chicago is wayyy batter then bland toronto.
I care in that Toronto is now bigger than Chicago. Do I care enough to discredit those reasons why it happened? No, not even a little bit.
I would guess the Chicago regions GDP is 2x that of Toronto if not more. Ditto population.
No Toronto is not larger than Chicago. Not even close.
