Mid size to me is generally <1m MSA.
Yeah it seems like the OP is looking at metros that are smaller than <1.5 m by their list.

Anyone that has been to Richmond and one of the front-runners (louisville, DesMoines, Tulsa) that can compare them to Richmond? Richmond is my hometown so I am biased. From pictures they don't look as big as Richmond does (in person).

Austin has a pretty cool skyine for a smaller city, especially the views across the lake

I've spent some time in Richmond. It's a very underrated city, I think. I do like the skyline, but it strikes me as a little boxy compared to the three frontrunners you've mentioned.

Who voted for Providence, its skyline is Pathetic, Compared to say, Louisville, Okc, oreven Des Moines, the city is awesome though.
