Mendocino or Carpinteria California. However, they are also expensive when it comes to cost of living.( actually, there are many homeless people all over the West Coast. Mendocino being one of the places, the small city of Chico, California, and yes, Eugene, Oregon being a few others.) Otherwise I'd have to recommend Vermont, or maybe Connecticut in the smaller towns toward the Northwest and Northeast part of the state.

Chico, CA and Arcata, CA both being places where people hang out and smoke weed on the Green.

Dryden wouldn't be bad in terms of small towns outside of Ithaca. I'd say that Trumansburg may be a better choice in that regard. Perhaps Newfield, as well as Groton could work too.

Laguna Beach, CA. It's a suburb of Los Angeles but feels like a small town as it's got less than 25,000 people and is kind of isolated from the rest of Orange County by lots of hills. Despite being in politically moderate Orange County it itself is solidly Democratic.
