The list doesn't take into account 'hip'. It's entirely focused on economics. Not all of them are boring but some of them are. Most of the 'hip' cities still made the list except for Portland.

Philly's a top performer in economics too. This city didn't feel the recession and has a more diversified economy again like the other cities on the list.

It didn't make the top 10 though in this list. Philly is a great city however.

Not quite as many as were moving there pre-Recession, and Charlotte is still recovering. The list is largely based on the performance of the local economy.

Is COL in Austin pretty much the same as Houston?

Austin is going to be higher, even if it were lower.

These cities that want to prove something ALWAYS intentionally overprice themselves. Enough people buy into it, and they can.

Cleveland at 79 this is just too sad, but can't say I'm surprised. If only they ranked the Suburbs themselves--would've been much higher.

The Business Journal Has this publication ever been legit within any of its markets? While they claim this list is, "based on The Business Journals' analysis of the nation's 102 major markets.," their lists are hardly ever in-depth. Their "analysis" can be very suspect.
