Interestingly, these are also the states with the best high school All-State music programs. Never thought about that before.

Well I have only been to state fairs in three states so I'm not in any position to judge, really. But I voted for New Jersey; it's what I grew up with and memories of going are special to me.

The Big E in Western Mass is the Grand Fair representing all of New England....

The Big E Hits New England - YouTube

There are also some decent sized localized fairs in each state that attract state wide crowds..

Fryeburg Fair in Maine: http://www.fryeburgfair.com/
Deerfield Fair in New Hampshire: http://www.deerfieldfair.com/
Topsfield Fair in Massachusetts: (Americas Oldest) http://www.topsfieldfair.org/
Champain Valley Fair in Vermont: http://www.champlainvalleyfair.org/

and some very small ones...
Goshen Fair in Connecticut: http://www.goshenfair.org/
Washington County Fair in Rhode Island http://www.washingtoncountyfair-ri.com/

Ohio and Illinois. Ohio used to have the largest state fair in the country when I lived there in the late '80s.

I always enjoyed the Illinois state fair, unique events and attractions that other fairs didn't offer. I only went to the Wisconsin state fair three or four times but enjoyed it as well.

Minnesota's State Fair is probably the best because of their highest daily attendance, inventors of the Corn Dog and pretty women's head carved out of blocks of butter.

The corn dog was invented at the Texas State Fair.

maybe in some twisted, imaginary world in which you live in, but it's been established by the greatest State Fair scholars that the MSF were serving the corn dog to happy, trend-setting Midwesterners in 1941 long before the Texans copied our state fair introduction. The actual corn dog was invented in 1929 but MN was the first state fair to present it. you must be thinking of some other thing you stole from somewhere else.

need proof?

The corn dog thing is actually a claim of many state fairs, including those in TX, MN and IL, as well as several cities:
