DC, easily. Not sure how someone said San Francisco. Sure, even cities like San Francisco, Seattle, and Portland have preppy suburbs and neighborhoods, but not sure how anyone could define these cities as "preppy".
Well there's also Nantucket, Mass ; Fairfield, CT; Princeton, NJ ; Charlottesville, VA, maybe even Charleston, SC or Oxford, MS. I'd say these are all preppy cities and they're all pretty small.

Much of the south in general, led by Charleston (for sure) and Atlanta and a few of the major college towns as you point out - Oxford, Athens, Charlottesville, Tuscaloosa, and Auburn.
When it comes to the major cities, I guess you really have to narrow it down. Like Buckhead in Atlanta (where most of the UGA graduates from Athens congregate...Georgia Tech and Emory decidedly less waspy/preppy and more Asian/Jewish/nerdy and graduates of those colleges congregate elsewhere). Folks asked about mentioning San Francisco, but the Marina district and Cow Hollow are about as preppy as it gets in this entire country. New York is preppy specifically around the UES and Murray Hill. Boston is not solidly preppy either, though I'm candidly less familiar with where the stronghold in Boston might be and only going off the assumption there is one based on the fact that Harvard is there and the social scene in Boston screams old money with lots of former prep school jocks working banking jobs, etc.
Dallas is another city that seems unabashedly preppy, and republican (SMU for instance).
Cambridge isn't really preppy. Neither MIT nor Harvard are really preppy in feel these days. Princeton, yeah. Dartmouth, even more so.
For the Northeast, I would nominate Fairfield County, CT. Basically the rich WASP suburbs of NYC.
But really the South, to me, is by far the preppiest part of the country. The poorer the area, the more preppy. I never saw so many prep-looking people as in Mississippi. It seems anyone white and especially if they went to Ole Miss, dressed out of the early 1980's country club look, with pink Polos, navy blue shorts, loafers and the like. It was kind of silly, IMO.
