The Calgary metro area is 1.3 million, but the city-proper population is close to 1.1 million. The MSP metro is 3.4 million, but Minneapolis' city-proper population is only about 388,000.

I honestly don't know much about Calgary but it seems Minneapolis would be the better choice.
