This is about both preference and which of the two offer the most.

Charlotte. Would rather live in Columbia Heights over both, though.

If I could have a nice condo around Old Town Alexandria I'd dig NOVA. Charlotte just isn't on my radar.

I live in a Maryland suburb north of Washington, D.C. So, I can easily see myself living on the other side of the Potomac in Northern Virginia. This whole area has been developing pretty nicely for a long time now. I also prefer to be living in this stretch from Washington, D.C. to New York City.

I know very little about Charlotte. I might visit there sometime to see what it's about.

Even though I gripe about NoVA, it's not even a contest. Charlotte's cool and all (I almost moved there a while back), but there's nothing really there to keep my interest. I do like how it's growing though, so if you're into the whole family thing with the big house, and church every Sunday, then you're a good fit.
