If you have 10,000 people living in a square mile in wall to wall 2 story buildings, it's far more "urban" than 10,000 people living in 2 or 3 high rise towers surrounded by park/trees. The population density of both is 10,000 people per square mile, but the low rise wall to wall is far more urban.
In my opinion, DC is far more urban. That's not to say that Miami doesn't have great urban spots, but DC is more urban.
