La defines the south west but is much different then Cities like San Francisco and Seattle who are further north.
If you mean southwest, then not really - that would be Phoenix or Albuquerque.
If you mean the southern part of the west, then yeah. Though the Bay Area and Southland are quite similar, so I'd say they represent the West. Portland and Seattle are Northwest. SoCal and the Bay have more in common than the Bay and PACNW cities.
The West is a Large Region. LA definitely does not represent the region as a whole. Maybe just California but many will argue with that aswell.
