I'd be apt to give education, specifically higher ed, to Birmingham mainly due to UAB. Not sure about weather, and QOL is subjective. Otherwise, Charlotte takes this one.
Birmingham is very "Old South" and Charlotte like Atlanta is more "New South". It's a very up and coming city and Birmingham has absolutely nothing on it.
Charlotte easily. Birmingham's competition is Memphis and Jacksonville. Charlotte is well above in every area.
It's funny how this is so easily said but when Charlotte is compared against cities like Atlanta and Houston you will never read "Atlanta and Houston is above Charlotte in every category"...
