And what do you think is going to happen once Downtown LA is fully revitalized with all it's new highrises? Do you know how awesome Hollywood is going to be in 10-15 years? Or Korea Town? There's nothing in Houston like these places.
Not to mention all the high density TOD that will come with the Purple Line extension. LA is only going to get way better.
Like I said, Houston is biding its time, making modifications to its funky historic enclaves, and advancing regions like the Chinatowns of EaDo and Bellaire, Montrose, Rice Village to become more revitalized than they already were. Recent developments seem to be favoring a pattern that will connect Downtown with Midtown and the Medical Center, and an updated transit system will add Uptown to that connection.
Houston's new light rail expansion will add vibrancy to the city, making Houston way better in the future.
LA and it's suburbs have been doing that stuff for the last 13-15 years on a far larger scale. If you think Houston will ever catch up I don't know what to tell you.
You were implying Houston's prairie looks just like North Texas' which is not true. One is flat the other is gently rolling. Houston's is more "tropical" if that makes any sense. That said, Houston has far less prairie than North Texas & looks more like East Texas & Louisiana overall than anything.

The Bay Area is the closest thing to a mini LA. South Florida is 2nd. Honestly I think Dallas Fort Worth is third. The reasons you think Houston is like LA are so superficial (palms, freeways, coast, skylines), On the ground, those first two have way more similarities. Diversity I'll give you, Houston does excel in that.
